from my perspective, it's important for us to keep on pushing data sets that allow us to deal with the sometimes imperfections in city government. to figure it out, where it is we need to take risks, we are we can be more entrepreneurial, where we can be more transparent and frank little more accountable to all of you as the residents and as our customers here in city government. and this is why i am proud tomorrow to help move forward legislation that my staff has been working closely with jay nath and mayor leon that will real i do three things. first of all, it will create a chief data officer because we need one person who is responsible and accountable for moving forward our open data agenda. secondly, we're going to require every department in the city to have a representative who is responsible for data so you can go to our transit agency, our police department, any of our 50 plus departments and know who can help you get the data that we need. thirdly, we need to make sure that we have common standards so that as this data is presented, all of us can know how to use it, how to

now, that brings us to presentation. four community meeting were held before construction of the north beach retrieval shaft work which started in august of 2012. the presentations of those four meetings described the work necessary to construct the tbm retrieval shaft on columbus avenue. and some members of the north beach community raised concerns at these meetings about traffic and business disruption caused by the retrieval shaft construction. before you is the plan that's environmentally approved, which shows the retrieval shaft work on columbus avenue. the utility relocation work was completed between august and november of this year. on the half block section of columbus between union and filbert, and only one lane of traffic was closed at a time for this utility work. the construction of the retrieval shaft is scheduled to again 2013, and will be completed in approximately 10 months. the retrieval shaft excavation will require the closure of two lanes on columbus avenue. to minimize effects of construction we hav

and it took a while and it took some momentum to get us going but we finally did it. we finally brought the community together and we worked over nine months with a variety of stakeholders, local stakeholders, people throughout the city. and we came up with a plan. and that plan went before the mta board. they considered the policy merits of it and decided to pass it unanimously on october 16. again, i just wanted to emphasize because i think it's so important that we were able to engage so many people throughout the community and to come up with a plan that was balanced. and we considered several options. we considered removing a lane of traffic on oak street but oak street is very important for vehicle traffic and people throughout the city, in the western neighborhoods and as well in the eastern neighborhoods who use this street to access, you know, 19th avenue to get to the golden gate bridge or octavia to the 101 that it was important we not increase congestion. i know appellants have stated this project will somehow increase congestion in the neighborhood but ou
